It evolves from Panpour when given a Water Stone. It is the final evolved form of Panpour.

There is a chance for Simipour to be reverted into Panpour when exposed to a Devolution Spray KC-MK1, Devolution Spray KC-MK2, or Devolution Spray KC-MK3.
