The Normal Form Bulbasaur can be obtained by catching it like normal, but it can also be obtained by using the Starter Redeem Ticket - Bulbasaur

The Bulbagarden Form can be redeemed by using the Starter Redeem Ticket - Bulbasaur (Bulbagarden Form). Due to their special status, these are unable to evolve. This form is also colloquially referred to as 'Bulbagardensaur' by the community: a portmanteau of 'Bulbagarden' and 'Bulbasaur.'
